Mr. Welsh was born on August 21, 1948, in Locksley, Pennsylvania. The son of the late William A. and Anne (Tomlinson) Welsh, he grew up in Swarthmore. He held multiple degrees, including a bachelor’s in economics from Widener University, a Master of Science in accounting from Pennsylvania State University, and a Master of Business Administration in finance from Drexel University. Mr. Welsh embarked on a lifelong career in banking as an assistant treasurer at Sun Ship, a division of Sun Company. He then began to consult for major banks, including First Boston, Fleet, and Bank of America.

Mr. Welsh was active in his community and enjoyed volunteering. He was a past board member of the Sussex County Habitat for Humanity and the Wolfe Runne Homeowners Association. He was an avid sports fan, particularly of the Phillies. Mr. Welsh had a passion for gardening and biking on the breakwater bike trail near his home. Most of all, he enjoyed his family, especially his precious grandsons, who were the apples of his eye.
