To the Editor,

The December 11 issue of the Swarthmorean reported that there has recently been a Borough Council discussion about bicyclists on sidewalks. The Pennsylvania Vehicle Code, Section 3508 (“Pedalcycles on sidewalks and pedalcycle paths”), says: “A person shall not ride a pedalcycle upon a sidewalk in a business district… [and] ... shall yield the right-of-way to any pedestrian....” So, my interpretation is that any existing borough regulation along these lines is reinforcing state-wide law but is probably redundant.
