‘Hope for Hallie Teen Mental Health Day’ Slated for October 28
Prior to the adjournment of the Swarthmore Borough Council meeting last Monday night, September 13, Councilwoman Betsy Larsen proposed that Thursday, October 28, be recognized as the “Hope for Hallie Teen Mental Health Awareness Day” in Swarthmore. The motion was unanimously approved by all borough council members.
In additional business, the borough council approved Ordinance 1093, which is based on a Pennsylvania state statute that allows a cell phone antenna, five feet or less, to be placed on public domain spaces, including telephone poles. Council approved advertising for the application fees, as well as the annual fees.
Also, in planning and zoning news, Ordinance 1092 was voted on and approved by a majority vote. This will enact a borough code for the installation of solar energy systems for resiential use. Discussion ensued regarding the ordinance to include the limits and administrative issues that may occur in the future due to technology advancement, and limits of the ordinance as written, solely intended for primary dwelling use and potential enforcement.
Council also recommended that at the next council meeting on Monday, September 28, the Swarthmore Borough Planning Commission should make arrangements with the committee’s solicitor and members to ensure safe occupancy conditions regarding the application of Ship Bottom Brewing on 5 Park Avenue. The application, which requires a G license from the LCB requires brewing on site, and while light industrial use is allowed in the borough, a variance will need to be approved.
The council also discussed a potential re-development of 102-104 Park Ave. into a multi-family dwelling. No proposal has been received by the borough at this time. Any interested parties should refer to the borough’s website for accurate information going forward. The review of such proposals by borough council and the planning and zoning committee will be non-partial.
Swarthmore Borough Manager Jane Billings announced a Delaware County Greenway Plan “No Match” Grant that is open for applications to improve trail systems. As a result, Resolution 2021-11 was approved unanimously for Swarthmore to apply for the grant by Delaware County’s September 17 deadline.
In addition, the Swarthmore Senior Citizens Association’s request for six parking spots to be reserved, without cost, on Wednesdays beginning at 11:30 a.m. in front of the Swarthmore Methodist Church, was unanimously approved by borough council.
